Bildungsreform und Berufsreform. Zur Problematik der berufsorientierten Gliederung des Bildungssystems

Abstract

"Das Bildungs- und das Beschäftigungssystem in der Bundesrepublik sind "berufsorientiert", d.h. in ihrer Struktur durch die Tatsache geprägt, daß es "Berufe" gibt, nämlich institutionalisierte Festlegungen von Personen auf bestimmter gegeneinander abgegrenzte Fähigkeitsmuster und Aufgabenfelder. Die "Berufsorientierung" von Bildungs- und Beschäftigungssystem kann als ein wesentlicher Bestimmungsgrund einer Reihe von Problemen nachgewiesen werden, die sich heute der Bildungs- und der Arbeitsmarktpolitik stellen. Entgegen bestimmten Bestrebungen der Bildungspolitik, die Berufsorientierung des Bildungssystems zu verstärken - was nach Auffassung der Autoren die Probleme eher vergrößern statt abbauen würde -, wird vorgeschlagen, eine Bewältigung der Probleme auf andere Weise zu durchdenken. Die Berufsorientierung des Bildungssystems könnte abgebaut und das Berufssystem könnte (in seiner heutigen Form) aufgelöst werden. Aufbauend auf bestimmten Ansätzen der Bildungs- und der Arbeitsmarktpolitk (z.B. Grundberufe und Schlüsselqualifikationen) wird skizziert, was das konkret bedeuten und bewirken könnte."
