Freizügigkeit der Arbeitskräfte und die Wanderungsbewegungen in den Ländern der Eurpäischen Gemeinschaft

Abstract

"Nach Darstellung des Freizügigkeitsbegriffs und der gesetzlichen Bestimmungen war es Ziel der Untersuchung festzustellen, ob sich die stufenweise Verwirklichung der Freizügigkeit der Arbeitskräfte auf die Höhe der Wanderungen zwischen den EGStaaten ausgewirkt hat. Aufgrund der vorliegenden Daten und der angewandten Methoden kommt man zum Ergebnis, daß die Verwirklichung der Freizügigkeit nicht als zusätzlicher Wanderungsimpuls gewirkt hat. Auffallend ist, daß die Zahl der in den einzelnen Mitgliedstaaten beschäftigten oder dort wohnenden Briten durchwegs stärker gestiegen ist bzw. schwächer abgenommen hat als die aus den Ländern der Sechser-Gemeinschaft. Insbesondere läßt sich feststellen, daß die ursprüngliche Erwartung eines Überflutens der übrigen fünf Länder mit italienischen Arbeitskräften nicht eingetreten ist." Der Anhang enthält eine knappe Darstellung der Ausländerbeschäftigung in den Nicht-EG-Staaten Schweiz, Österreich und Schweden sowie eine Vielzahl von Tabellen und Schaubildern.
