Abstract

"Das 1970 gegründete "Französische Studien- und Forschungszentrum für Qualifikationen" (CEREQ) gehört heute zu den wichtigsten Gesprächspartnern des IAB, nicht zuletzt wegen der vergleichbaren Probleme, die beide Institute bei der Erfüllung ihrer Aufgaben zu lösen haben. Ausgehend von den gegebenen ökonomischen und gesellschaftlichen Rahmenbedingungen werden Ansätze, Methoden, Quellen und Ziele des Forschungszentrums beschrieben. Methodische Probleme ergeben sich für die Arbeit der CEREQ aus der Ungenauigkeit der Berufskategorien und den veralteten Berufsklassifikationen. Die Ermittlung des Bildungsbedarfs auf der Grundlage von Beschäftigtenvorausschätzungen stößt auf Grenzen. Zeitliche Verzögerungen, methodische Probleme und institutionelle Hindernisse erschweren die Kenntnisse der gegenwärtigen und künftigen Bedingungen der Verwertung von Qualifikationen."
