Abstract

"Seit Einführung der Grundsicherung für Arbeitsuchende im Jahr 2005 beziehen Menschen ohne deutsche Staatsangehörigkeit rund doppelt so häufig Leistungen wie solche, die einen deutschen Pass besitzen. Allerdings nehmen sie, mit Ausnahme der Geflüchteten ab 2015, seltener an Maßnahmen der aktiven Arbeitsmarktpolitik teil. Hier bleiben Potenziale ungenutzt, da Menschen ohne deutsche Staatsangehörigkeit, die schon seit vielen Jahren in Deutschland leben, von diesen Maßnahmen ebenso stark profitieren wie Deutsche oder Geflüchtete."
