Abstract

"In Deutschland wird den weitreichenden Auswirkungen der Corona-Krise auf die wirtschaftliche Lage insbesondere mit Kurzarbeit begegnet. Eine Kombination von Kurzarbeit und Qualifizierung ist nicht nur aufgrund des starken Wandels von Wirtschaft und Arbeitsmarkt ratsam. Weiterbildung verbessert darüber hinaus die Arbeitsmarktintegration der Beschäftigten und führt über höhere Beschäftigungsquoten, Löhne und Produktivität zu fiskalischen Rückflüssen. Die Nettoerträge, die über die Kompensation der Kosten für die Weiterbildungen hinausgehen, könnten bei etwa 80 Prozent der erhöhten Kosten verlängerter Kurzarbeit liegen."
