Abstract

"Der Soziale Arbeitsmarkt ist ein Förderkonzept, das bei sehr arbeitsmarktfernen Langzeitarbeitslosen die Teilhabe am Erwerbsleben und am gesellschaftlichen Leben verbessern soll. Für einige Geförderte kann er auch einen (Wieder-)Einstieg in nicht geförderte Erwerbsarbeit bedeuten. Andere Formen geförderter Beschäftigung waren für die Zielgruppe eher ungeeignet oder wurden, wie der Beschäftigungszuschuss, wieder abgeschafft. Die Einführung des neuen Instruments 'Teilhabe am Arbeitsmarkt' (§ 16i SGB II), dessen Umsetzung und Wirkungen das IAB umfassend evaluieren wird, war insofern ein überfälliger Schritt zur Weiterentwicklung der Grundsicherung für Arbeitsuchende."
