Abstract

"Die Debatte um Änderungen am System der Grundsicherung (Hartz IV) oder gar dessen Abschaffung verläuft derzeit über alle Parteigrenzen hinweg. Nachdem bislang häufig arbeitsmarktferne Personen wie Langzeitarbeitslose im Fokus standen, wird mittlerweile über den Erhalt des bestehenden Systems insgesamt bis hin zum Einstieg in ein bedingungsloses Grundeinkommen diskutiert. Die Grundsicherung muss in der Tat weiterentwickelt werden, um Übergänge in eine möglichst existenzsichernde Erwerbstätigkeit zu erleichtern. Das IAB hat einen Reformvorschlag vorgelegt, in dem der arbeitsmarktpolitische Anspruch der Grundsicherung aufrechterhalten wird und die Integration in den Arbeitsmarkt weiterhin Priorität hat. Zudem würden Erwerbstätige im unteren Einkommensbereich, davon viele in instabilen und nicht existenzsichernden Beschäftigungsverhältnissen, bei Bedarf in die fördernde Arbeitsmarktpolitik einbezogen."
