Der Gründungszuschuss nach der jüngsten Reform: Neue Wege, altes Programm

Abstract

Bis vor wenigen Jahren war der Gründungszuschuss das mit Abstand teuerste Instrument der aktiven Arbeitsmarktpolitik in der Arbeitslosenversicherung. Eine Reform zum Jahreswechsel 2011/12 hat das schlagartig verändert. Quasi über Nacht wurden die Förderanreize verringert, der Zugang zur Förderung erschwert und das verfügbare Budget drastisch gekürzt. Eine neue IAB-Studie geht der Frage nach, wie Arbeitsagenturen und förderinteressierte Versicherte mit diesem Kurswechsel in der Gründungsförderung umgehen.
