Abstract

"Die staatliche Sozialpolitik entstand schrittweise als Antwort auf die sozialen Verwerfungen der Industrialisierung. Der Sozialstaat ist eine historisch junge, gesellschaftliche Art der sozialen Sicherung, die vorher von Gemeinschaften wie Familien, dörflichen Nachbarschaften und lokalen religiösen Vereinigungen übernommen wurde. Auch heute noch spielen Gemeinschaftsbezüge für die Abwehr von Lebensrisiken eine wichtige Rolle. Mit den auf Ferdinand Tönnies und Emile Durkheim zurückgehenden Begriffen 'Gemeinschaft', 'Gesellschaft' und 'Solidarität' lassen sich der Wandel der sozialen Sicherung und der Stellenwert der dabei mitwirkenden Institutionen gut beschreiben."
