Abstract

Eine Diskussionsrunde im IAB fragte nach den Ursachen des Aufschwungs am Arbeitsmarkt. Fazit: "Kohorten-, Konjunktur- und Reformeffekte exakt zu trennen und ihren jeweiligen Beitrag zu quantifizieren, ist ohne geeignete Analysen und Daten aus hinreichend langen Beobachtungen nicht möglich. Dies gilt für die Folgen der Tertiarisierung nicht minder. Es geht also nicht um die Frage, ob Konjunktur ODER Hartz den Aufschwung am Arbeitsmarkt verursacht haben. Denn klare Hinweise sprechen dafür, dass beides eine Rolle spielte. Wie groß sie jeweils war, bleibt zu erforschen." (IAB2)
