Arbeitsmarktreformen - Blinder Eifer schadet nur

Abstract

Nach der internen Reform der Bundesagentur für Arbeit, der die Vermittlungseffizienz erhöhen sollte, folgte mit Hartz IV sehr schnell der externe Umbau. Zusammengeführt wurden Arbeitslosen- und Sozialhilfe und parallel dazu die Verantwortlichkeiten und Dienstleistungen, die an diese Sozialtransfers geknüpft waren. Dadurch sollte eine stärkere "Aktivierung" der erwerbsfähigen Hilfeempfänger erreicht werden. Inzwischen sind Forderungen nach noch schnelleren Veränderungen laut geworden. Gestützt auf internationale Vergleiche und Analysen nennen die Autoren eine Reihe guter Gründe dafür, den bereits eingeleiteten Reformen Zeit zur Reife zu lassen. (IAB)
