Transfers - Ist weniger mehr?

Abstract

Die Absenkung der Transferleistungen ist ein Ziel der Hartz-Reformen. Im Mittelpunkt des Beitrags stehen die Beschäftigungseffekte dieser Transferpolitik. Es wird herausgearbeitet, dass die Veränderungen bei den Transferleistungen in die richtige Richtung gehen, nämlich in die Richtung der Auflösung des harten Kerns der Arbeitslosigkeit. Dieses Ziel wird jedoch nur dann erreicht, wenn dem stärkeren Druck auf der Seite des Arbeitskräfteangebots eine zusätzliche und passende Arbeitskräftenachfrage gegenübersteht. Voraussetzung hierfür ist, dass es zum einen weder einen regionalen noch einen qualifikatorischen Mismatch gibt und zum anderen, dass Lohnanpassungsprozesse stattfinden. Vor zu hohen Erwartungen an die Beschäftigungswirksamkeit aktivierender Arbeitsmarktpolitik wird gewarnt: Arbeitsmarktprobleme werden 'durch solche Reformen nicht gelöst, sondern allenfalls leichter lösbar'. Es wird dafür plädiert, die Hartz-Reformen durch eine Doppelstrategie zu flankieren, die auf die Übernahme von mehr Eigenverantwortung in der sozialen Sicherung sowie auf eine Entlastung der Beitragszahler durch die Steuerfinanzierung von Teilen der weiterhin erforderlichen sozialen Leistungen abzielt.
