Abstract

"Auf Vorschlag der Kommission für Moderne Dienstleistungen am Arbeitsmarkt wurde im Jahr 2003 mit den Personal-Service-Agenturen (PSA) ein neues Instrument der aktiven Arbeitsmarktpolitik entwickelt. Primäres Ziel ist, PSA-Beschäftigte über den Verleih oder die direkte Vermittlung möglichst schnell in den ersten Arbeitsmarkt zu integrieren. Gleichzeitig soll mit Hilfe der PSA die Dauer der Arbeitslosigkeit verkürzt, im Idealfall Arbeitslosigkeit sogar vermieden werden. Für eine arbeitsmarktpolitische Bewertung der Personal-Service-Agenturen ist es noch zu früh. Ihre Einführung fiel in eine Phase, in der der Leiharbeitsmarkt stagnierte oder sogar leicht rückläufig war. Als Schwerpunkt der Vorschläge der Kommission für Moderne Dienstleistungen am Arbeitsmarkt stand das Instrument von Beginn an unter enormen Erfolgsdruck. Bereits vor dem eigentlichen Start waren PSA heftiger Kritik ausgesetzt. Zudem hat die Insolvenz des größten PSA-Betreibers dem Instrument einen schweren Imageschaden zugefügt - ein Ereignis, von dem sich das Instrument erst langsam erholen muss."
