Transferencias De Capital Y Convergencia Tributaria Municipal

Abstract

La ltima Encuesta de Infraestructura y Equipamiento muestra que las dotaciones necesarias para la prestaci n de servicios b sicos presentan en Galicia deficiencias importantes. Este problema ha sido abordado por la Administraci n auton mica, en los noventa, mediante la asignaci n de transferencias y la realizaci n de cuantiosas inversiones directas no siempre guiadas por criterios de equidad y eficiencia. Esta oferta de recursos no se combina con una utilizaci n responsable de las propias fuentes de ingresos por parte de algunos municipios. Estos dos aspectos nos llevaron a exponer un programa de transferencias que colabore a garantizar niveles dotacionales m nimos de infraestructuras, reducir clientelismos y aproximar la fiscalidad municipal a est ndares previamente determinados.
