本稿は、物価指数計測における深刻な課題である商品の入れ替わりと品質調整の問題を論じる。技術進歩が著しい財の品質調整にはヘドニック法が広く用いられているが、用いる性能情報や推計手法（時間ダミー法とインピュテーション法）の選択により、算出される物価指数は大きく変動する。このような計測手法の非統一性は、欧州における情報処理機器の物価指数に見られるような国家間の著しい乖離を生み出している。品質調整手法の裁量が、実質所得や経済成長率の国際比較に無視できない歪みをもたらす可能性を指摘する。, This essay examines product replacement and quality adjustment,which are two significant challenges in price index construction. Althoughhedonic methods are widely used to account for quality changesin goods owing to rapid technological progress, the resulting price indicescan vary substantially depending on the choice of characteristicsand estimation method, such as the time dummy or imputationapproach. This lack of uniformity in measurement practices causessignificant cross-country divergence, as evidenced by the price indicesfor information-processing equipment in Europe. This study contendsthat the discretion inherent in quality adjustment methods can causesignificant distortions in international comparisons of real income andeconomic growth.
