Abstract
銀行中心の金融システムを有する日本では,貸出市場・預金市場の構造を把握することは重要である.しかしながら2000年代半ば以前については,金融危機や規制緩和で大きな変化が生じた可能性があるにもかかわらず,地域における金融市場の競争環境や地域間での資金の流れを把握するための統計的事実が不足している.本研究は,そのギャップを埋めるために,利用可能なデータに基づいて金融機関・都道府県ごとの貸出・預金の推計値を得る手法を提示した上で,貸出市場・預金市場の集中度や,貸出・預金を介した地域間の資金の流れを把握する指標を推計する.1990年について推計した結果,以下の点が明らかになった.第1に,1990年においても2005年以降と同様に,貸出・預金市場の集中度は都市圏で低く地方圏で高い.第2に,1990年から2005年にかけて集中度は平均的に上昇する一方で,貸出市場の集中度が高かった地域では2005年にかけてそれが低下するという,相反する方向の変化が生じている.第3に,貸出・預金を介した地域間の資金循環指標によると,貸出を自県の預金で主に賄う中で他県での預金も貸出に用いられており,地域間での貸出・預金を介した資金移動が活発に行われているという特徴が,1990年にも観察される.一方で,金融危機に伴う金融機関の破綻・合併や店舗立地行動の積極化を反映して,地域間での資金移動の程度には変化もみられる., Because Japan’s financial system is bank-centered, understanding the structure of theloan and deposit markets is of central importance. However, prior to the mid-2000s,there was limited statistical evidence concerning competition in regional financial marketsand interregional flow of funds, despite the potentially significant changes drivenby financial crises and deregulation. We address this issue by proposing a methodologyfor estimating loans and deposits at the financial institution–prefecture level usingavailable data. Based on these estimates, we measure the degree of concentration in theloan and deposit markets and develop indicators of interregional fund flows mediated bylending and deposit activities. Our 1990 estimates yield the following findings: First,consistent with the post-2005 period, market concentration in both the loan and depositmarkets was lower in metropolitan areas than in rural areas. Second, while market concentrationincreased between 1990 and 2005, regions that initially exhibited high loanmarket concentration experienced a decline in concentration, indicating heterogeneousdynamics across regions. Third, our indicators of interregional fund flows suggest thatwhile lending is primarily financed by deposits from the same prefecture, deposits fromother prefectures are also used. This implies that inter-regional fund flows, facilitatedby loans and deposits, were already active in 1990. At the same time, the extent ofsuch flows changed substantially between 1990 and 2005, reflecting financial institutionfailures and mergers during the financial crisis as well as more proactive branch locationpolicies.
