世代間衡平性への公理主義的アプローチ―展望―, Axiomatic Approaches to Intergenerational Equity -An Overview-

Abstract

現代世代の効用と比較して将来世代の効用を割り引いて,世代効用の無限流列の現在価値を【善】の指標とするアプローチは,ひとびとが登場する時間的順序を唯一の根拠として,現在世代と比較して将来世代を差別的に処遇している.ヘンリー・シジウィックが提起したこの批判を引き継いだアーサー・ピグーは,時間軸上の登場順序とは無関係に,同等の個人は同等に処遇すべきとする世代間衡平性の原理を主張した.ピーター・ダイアモンドは,シジウィック=ピグーの手続き的衡平性の原理と,全世代が一致して示す選好は社会的な評価に正確に反映されることを要請する帰結主義的なパレート原理を満たす世代効用の無限流列の評価順序で,連続性の要請を満足するものは存在しないことを証明して,学会に波紋を広げた.本稿は,ダイアモンドの不可能性定理を出発点とする世代効用の無限流列の評価順序に関する研究を展望して,今後の研究の進路を探る目的で書かれている., Sidgwick criticised the convention to discount the utility of future generations vis-a-vis that of the present generation, as it discriminates future generations simply for the order of their appearance vis-a-vis the present generation along the time-axis. Pigou coined the principle of intergenerational equity that there should be no discrimination in Sidgwick's sense. Unfortunately, Diamond showed that there exists no continuous and Paretian preference ordering satisfying the Sidwick-Pigou intergenerational equity principle over the set of infinite utility streams. This paper surveys the current state of the axiomatic approaches to intergenerational equity so as to orient the future study in this arena.
