戦間期日本における近代・伝統部門間賃金格差, Wage Differentials between Modern and Traditional Sectors in Japan between World War I and World War Ⅱ

Abstract

本論は,戦間期(1920~30年代)の日本における近代・伝統部門の代表として工業・農業をとりあげ,農工間賃金格差のダイナミックスの要因について理論的・実証的に考察したものである.従来の議論では,近代・伝統部門間の賃金決定方式の相違を明示的に導入したモデルを欠き,また賃金格差の要因とされた要素の格差形成への寄与を定量的に把握する試みはなかった.そこで本論では近代部門に労使のバーゲニング,伝統部門に過剰就業を導入して戦間期の日本の労働市場を描写するモデルを構築し,賃金格差の要因を理論的に検討し,モデルと長期統計を用いて賃金格差の要因分解を行い,次の見解を提示する.「賃金格差に最も影響力のあった要因は近代部門における内部労働市場の形成に伴う労使の交渉力の変化であり,伝統部門における労働力の滞留がそれに続く.また従来の議論で強調された農産物価格の暴落や近代部門の技術進歩は格差形成への寄与が小さかった.」, This study constructs a model that describes the Japanese labor market between the World Wars. By using historical data, the contribution of various economic factors to wage differentials between the modern (industrial) and traditional (agricultural) sectors is empirically examined. The bargaining power of labor in industry was the most effective factor followed by surplus population in the traditional sector as the second. Factors that have been commonly quoted as significant in the literature, such as the devaluation of agricultural goods and technological progress in industry, had only minor effects on the wage differential.
