定年後の賃金と雇用, Wages and Employment After Mandatory Retirement

Abstract

This paper analyzes the determinations of wages, hours worked and employment for the elderly after mandatory retirement in the framework of the Nash bargaining solutions. Firms and the elderly bargain over the rent to the relationship that arises mainly from firm-specific skills. The analysis particularly focuses on the effects of social institutions such as the zaishoku (in-work) pension plan and the kounennrei koyou keizoku (continued employment of the elderly) benefits on wages, hours worked and employment. The main conclusion is that the social institutions mentioned above function as work-sharing devices and make hours worked shorter for the elderly and enlarge their employment., 本論文は,定年後における賃金と労働時間,雇用の決定を企業と高齢者が当事者レントをめぐってナッシュ交渉を行うという枠組みのもとに分析している.特に,わが国では定年後の雇用のあり方に対して在職老齢年金や高年齢雇用継続給付,雇用保険などの社会保障制度の影響が大きいが,本稿ではそうした影響がどのような性質のものであるかを,パレート最適の基準によって評価した.重要な結論は,在職年金にしても雇用継続給付にしても60歳台前半層の労働時間をパレート水準より短くする機能をもつというものである.この時間短縮効果は,賃金所得に対する減額率と賃金の減額や補填に関する屈折点の存在によって生じる.そしてこの効果によって上熟練労働市場での雇用が拡大することから,上述の諸制度はワークシェアリングを促す機能ををもち,我が国における高齢者の労働参加率を高める要因になっているとも言える.
