Risk Assessment of Natural Disaster Network Information in China Based on Fuzzy Analytic Hierarchy Process

Abstract

In this study, fuzzy analytic hierarchy process (FAHP) is used to evaluate the risk of natural disaster derivative information, and qualitative and quantitative analyses are combined to make up for the shortcomings of the existing quantitative risk assessment methods in reliability. In this study, a “double-qualified†index screening method (combination of fuzzy evaluation and weighted average) was proposed to construct a risk assessment index system. The index weight was determined by the FAHP, and the risk level was divided by the Pareto analysis. Key findings reveal that social-field risks (e.g., institutional and communication factors) significantly outweigh natural-field risks. Among them, “especially emergency response and information release†is the highest risk level. This study innovatively proposes the amplification effect of institution-propagation coupling effect on risk and reveals the dynamic adjustment mechanism of risk weight under climate change. The research results provide a scientific basis for formulating adaptive disaster information governance strategies and can improve the effectiveness of disaster risk management in China.
