Aktivering og den danske arbejdsmarkedsmodel

Abstract

Synspunktet i det følgende er, at (1) den aktive arbejdsmarkedspolitik øger beskæftigelsen uden at skabe større ulighed mellem de lønmodtagere, som ofte oplever ledighed, og dem som meget sjældent gør det; (2) at den positive effekt stammer fra motivationseffekten og ikke fra en effekt af indholdet af aktiviteterne; (3) at effekten af den sidste mia. kr., som bruges, er meget lille; (4) at den aktive politik har en række positive socialpolitiske effekter; og endelig (5) at effekterne på løn og produktivitet af aktivering er underbelyste.
