Was kommt nach dem Staatszerfall? Die Gewaltordnungen in Uganda seit 1986

Abstract

Am Beispiel der jüngeren Geschichte Ugandas untersucht dieser Beitrag die Probleme der Staatsbildung unter globalisierten Bedingungen. Nach Jahren des Bürgerkriegs und politischer Instabilität hat dort die "National Resistance Army" 1986 begonnen, staatliche Herrschaft wieder zu errichten. Die These dieses Beitrags ist, dass das Ergebnis dieser Bemühungen selbst unter einer ambitionierten politischen Führung nicht dem ähnelt, was klassische Theorien als Staatlichkeit beschreiben. Die internen Dynamiken und der äußere Druck engen den Handlungsraum so ein, dass es zu einer Bifurkation von Sicherheitssystemen kommt. Sicherheit wird entweder kommunalisiert oder kommerzialisiert, und dieser Mechanismus vermindert die Chancen einer Monopolisierung der Gewalt zusätzlich.
