Abstract

С 2018 г. в России запущена система долговременного ухода, основная задача которой – оказание пожилым лицам и инвалидам, нуждающимся в уходе, социальных, медицинских и реабилитационных (абилитационных) услуг, чтобы такие лица имели возможность осуществлять самообслуживание, самостоятельно передвигаться, обеспечивать основные жизненные потребности. Планируется, что до конца 2023 г. система долговременного ухода будет запущена во всех регионах России. В статье анализируются основные проблемы, с которыми государство и регионы РФ столкнулись при реализации системы, в том числе вопросы финансирования услуг, процессов и критериев определения уровня нуждаемости в уходе, определения времени ухода и перечня услуг на каждого их получателя и пр. Представлены сравнение системы долговременного ухода в России и в зарубежных странах, а также предложения по преодолению перечисленных проблем в России с учетом международного опыта.
