Углеродная Нейтральность И Налоговые Льготы

Abstract

Вопросы регулирования климатических процессов на государственном уровне определяют политику многих стран, и в предстоящее десятилетие внимание к проблематике глобального потепления будет только расти. Для России это особенно актуально, потому что к 2030 г. выбросы парниковых газов на ее территории должны быть снижены до 70% от уровня 1990 г., – такую задачу перед российским правительством поставил Президент РФ В.В. Путин. Движение в этом направлении уже начато, о чем говорит эксперимент по достижению углеродной нейтральности в Сахалинской области. «Зеленый» вектор внутренней политики одновременно поставил вопрос о предоставлении участникам климатических проектов налоговых льгот, дизайн которых был разработан Минэкономразвития РФ в 2021 г. Исходя из этого в статье выделяются причины, повлиявшие на выбор субъекта РФ для проведения эксперимента, и выявляются недостатки предложенной концепции налогового стимулирования. Завершают статью рекомендации по их устранению.
