Abstract

В условиях текущей неопределенности одним из возможных вариантов краткосрочного прогнозирования состояния консолидированных бюджетов регионов России являются консенсус-прогнозы на основе мнений ведущих экспертов в данной области. Меры Правительства РФ по стабилизации финансовой ситуации значительно улучшили ожидания экспертов относительно состояния региональных бюджетов в мае 2022 г. по сравнению с мартом, но общий прогноз остается негативным. Повысились ожидания по динамике налоговых и неналоговых доходов, объемам государственного долга, на прежнем уровне остались ожидания по динамике расходов, но эксперты дали более сдержанный прогноз роста межбюджетных трансфертов. По прогнозам экспертов, наиболее сложная ситуация будет складываться в регионах концентрации иностранного бизнеса, в том числе в регионах автомобилестроения и металлургии, в столичных агломерациях.
