Актуальные Проблемы Развития Инвестиционной Привлекательности Российских Муниципальных Образований

Abstract

В статье анализируются результаты опроса 2120 г. представителей муниципалитетов от 807 муниципальных образований из 81 российского региона. Цель исследования: получить мнения респондентов относительно проблем и необходимых мер развития делового климата в российских муниципальных образованиях. Методика исследования: социологический опрос, ранжирование ответов. В ответах большинства респондентов неэффективность привлечения инвестиций в муниципальные образования взаимосвязана с проблемой недостаточной бюджетной обеспеченности муниципалитетов, а также с низкой степенью их фискальной автономии. Предлагаемые меры ориентированы на развитие гибкой модели стимулирования инвестиционной и предпринимательской активности в российских муниципальных образованиях, сочетающей государственный протекционизм с мерами регулирования развития малого и среднего бизнеса, стимулирования самозанятости.
