Abstract

Конец первого полугодия 2013 г. вопреки ожиданиям многих чиновников Правительства РФ и Администрации Президента РФ ознаменовался срывом замыслов военного строительства. При этом, как оказалось, дело не только в экономических факторах, лежащих вне сферы ответственности военной организации РФ. На передний план вышли другие причины – проявление системных ошибок государственного планирования и управления именно военным строительством.
