Abstract

Анализируемый период отмечен решениями, направленными на подготовку проекта бюджета 2016 г. Предполагается приостановить формирование бюджета на период 3 года и ограничиться бюджетом на только на 1 год1; дефицит федерального бюджета определен Президентом РФ размере не свыше 3% ВВП, т.е. практически воспроизведена структура бюджета текущего (2015 г.)2. Президент подтвердил намерение не допускать усиления налоговой нагрузки на бизнес до 2018 г., хотя предполагает курсовую разницу, полученную добывающими компаниями от реализации сырья на внешних рынках, частично перенаправить в федеральный бюджет3.
