Abstract

В июне 2013 г. началась небольшая девальвация рубля, целью которой является повышение рублевых доходов бюджета в условиях снижения экономического роста. На посту Министра экономического развития А.Улюкаев сменил А.Белоусова, что, скорее всего, обозначает стремление к большей умеренности в расходовании государственных средств. В.Путин признал, что необходимо ограничить рост тарифов монополий уровнем инфляции и перенести часть военных расходов на лучшее будущее. Новая программа приватизации, утвержденная Правительством РФ, фактически анонсировала отказ от приватизации крупной собственности (за несколькими исключениями: «Ростелеком», аэропорты Внуково и Шереметьево, «РОСНАНО», «Аэрофлот») в том смысле, в котором под приватизацией понимается обретение частным собственником контроля. Впрочем, прежняя программа, очевидно, не выполнялась и была лишь попыткой политического пиара, так что в новой реальности нет особого ухудшения. В Дагестане арест мэра Махачкалы С.Амирова продемонстрировал серьезность намерений властей бороться с чиновниками и этническими кланами, связанными с террористическим подпольем.
