Реструктуризация Системы Бывших Академических Институтов: Оценка Изменений

Abstract

За прошедшие 11 месяцев текущего года разрабатывались меры, направленные на реформирование быв- ших академических институтов, был принят ряд конфликтных решений, и выдвинуто несколько новых приоритетов развития. Наибольшую тревогу вызывает возможность проведения реструктуризации научных организаций до оценки эффективности их деятельности. Реакция активной части научного сообщества на происходящие события состоит в расширении самостоятельности научных подразде- лений и лабораторий внутри институтов – переход к стратегии, которая была реализована в начале 1990-х годов, во время самого масштабного и быстрого разрушения науки. Пассивная же часть научного сообщества также выбирает путь начала 1990-х – уезжает работать за рубеж. За 8 месяцев 2014 г.зафиксирован более масштабный, чем за любой полный год последних 15 лет, отток кадров из страны.
