Perú | Construcción de infraestructuras: no perder las oportunidades de reducir las desigualdades en el acceso al agua

Abstract

La construcción de infraestructura hídrica por sí sola no resuelve el problema de estrés y escasez hídrica en territorios con minería a gran escala y puede generar efectos colaterales no deseados como el incremento desigualdades, conflictos y disputas en el acceso al agua. Con base en la evidencia de los casos de La Guajira en Colombia y de Espinar en Perú, este documento recomienda que la construcción de infraestructura debe responder a mejores formas de gobernanzas plurales del agua donde su construcción y manejo responda a las múltiples necesidades del territorio y su población, y debe promover espacios de participación y toma de decisiones locales en las cuales se tengan presentes los manejos y conocimientos locales asociados que soportan las infraestructuras.
