Development of Long-term Budget Outlook: Regional Aspect

Abstract

The article attempts to develop recommendations to regional authorities of the Russian Federation on developing long-term fiscal projections that enable to estimate the length and extent of changes in the public sector, which may arise as a result of the impact of economic and demographic factors. These recommendations include the ones on the predicting a number of demographic and economic indicators, as well as the parameters of regional budgets and are based on best practice of long-term forecasting in foreign countries. The article also provides guidance on assessing the sustainability of long-term projections to changes in individual demographic, economic or other factors.
