The Effects of Change in the Administrative Structures of the Provinces on Tourism Acivities During the Transformation Process of the Provinces to a Metropolitan City: A Model Proposal Based on the Ordu Province Practice

There are many researches that examine the duties and responsibilities of the public towards tourism and reveal the importance of stakeholder participation, cooperation and coordination in tourism activities. Local government units established to meet the common needs of the people need restructuring as a result of a number of environmental changes. In this context, it is important to examine the effects of the change in the administrative structure of the provinces on the development of tourism activities in the process of transformation into metropolitan cities. In this research, the mediation effect of stakeholder participation in the impact of the change in the administrative structure of the province of Ordu on the development of tourism activities of the province is tested with a model. The conceptual model is one of the dimensions of change in the administrative structure of Ordu province, stakeholder participation (planning, organization, implementation and control), impact on the attraction power of the province's touristic destinations (accessibility, superstructure, infrastructure, socio-cultural, technology, health and security, energy and environment) of consists. This research consists of theoretical information based on literature review and an application in which the answers of 267 top managers who are tourism stakeholders in Ordu province are analyzed through face-to-face interviews. The data were analyzed in SPSS and AMOS package programs. The change in the administrative structure of Ordu province in the process of transformation into a metropolitan city; It has been determined that the province has a positive effect on the development of tourism activities, it has a low effect, and stakeholder participation mediates the development of tourism activities of the province.
