Governments and Ministries in Turkey: 1923-2018

Abstract

Despite the prevalence of a significant number of works on the legal characteristics of Turkish government system, less has been studied on the empirical characteristics of the system. This descriptive study aims to provide empirical data on the basic characteristics of Turkish governments at governmental and ministerial levels between 1923 and 2018. Within this context, data on names, parties, duration in office and parliamentary membership of 1915 prime ministers and ministers were collected and were analyzed using descriptive statistics, including number, percentage, mean and minimum-maximum values. Besides, 8 ministries that prevailed in all 65 governments were analyzed. The findings showed that the type of government had a significant impact on the duration of governments and ministerial change per government. The findings of this study may be used to conduct comparative studies to explain the duration of governments and ministerial duration.
