Research of Factors Affecting the Reserve Demand After Financial Liberalization in Turkey

Abstract

Bretton Woods sisteminin yıkılmasıyla çoğu ülkenin kur sistemi daha esnek hale gelmesine rağmen, merkez bankalarının döviz varlıklarının düşeceği yönündeki öngörü gerçekleşmemiş, aksine merkez bankalarının döviz varlıkları yakın geçmişte önemli ölçüde artmıştır. Dünya döviz rezervlerindeki bu çarpıcı artış; döviz rezervlerinin belirleyicilerini ve hangi ekonomik faktörlerin döviz rezervlerini artırmada etkili olduğunu incelemeyi anlamlı kılmıştır. Bu çalışmada finansal serbestleşme sonrası Türkiye Cumhuriyet Merkez Bankası’nın (TCMB) rezerv talebini etkileyen faktörler, 1990Q1-2018Q4 dönemi için, ARDL sınır testi yaklaşımı kullanılarak araştırılmıştır. Çalışma sonuçlarına göre, uzun ve kısa dönem ilişkiler bakımından, Türkiye’de, sermaye hareketleri, kısa vadeli borçlar, S&P’un Türkiye Notu ve kişi başına GSYH’nin rezervleri 1990Q1-2018Q4 döneminde etkilediğini, bu etkinin; sermaye hareketleri bakımından hem uzun hem de kısa dönem ilişkiler yönünden pozitif yönde ve diğer unsurlara nazaran en yüksek düzeyde olduğunu, kısa vadeli borçlar ve kişi başına GSYH için uzun dönemde pozitif, kısa dönemde negatif yönde olduğunu, S&P’un Türkiye Notu içinse uzun dönemde negatif, kısa dönemde ise pozitif yönde olduğunu ifade edebiliriz.
