Abstract

This article investigates the persistent behavior of fraud in drug bidding processes. Using longitudinal data from supplying companies in the state of Paraíba during the period 2011-2018 and models with static and dynamic panel data. The results show that the value at risk corresponding to the delivery of drugs outside the validity standards in previous years preserves about 1/3 of this incidence in the following years, being more within the scope of the failure of inspection and punishment mechanism of the procurement system than in the expansion of the market.
