O Fundeb e a questão da equidade

Abstract

O artigo trata sobre o Fundeb, a qualidade e a equidade dos gastos em educação no Brasil. Sumula-se a relação gasto/aluno ao nível municipal num cenário onde não existe Fundeb com o objetivo de estimar o efeito do Fundo sobre a desigualdade de gastos/alunos e sobre o desempenho acadêmico dos alunos nas redes municipais. Encontra-se que o Fundo reduz a desigualdade do gasto/aluno, mas parece não alterar indicadores de qualidade da educação. Em seguida dois fundos contrafactuais com novas regras exploram a possibilidade de reduzir ainda mais a desigualdade dos gastos/alunos. As simulações de novas regras de distribuição apontam a existência de possibilidades concretas em reduzir a desigualdade dos gastos/aluno.
