A terceirização precariza as relações de trabalho? O impacto sobre acidentes e doenças

Abstract

Em 2015, o projeto de lei 4330/04, que promove uma nova regulamentação sobre as relações contratuais terceirizadas, gerou uma significativa discussão sobre os impactos deste modelo de contrato. Ela, entretanto, não teve um embasamento empírico satisfatório, em grande medida pela dificuldade de obtenção de dados de trabalhadores terceirizados para o Brasil.Neste trabalho buscamos contribuir com o debate testando se a terceirização precariza as relações de trabalho ao impactar os acidentes sofridos pelos trabalhadores. Concluímos que a terceirização diminui ligeiramente o risco dos trabalhadores sofrerem acidentes, mas aumenta a sua gravidade. In 2015, the bill 4330/04, that promotes new regulamentation on outsourced contract relations, increased the debate over the consequences of that kind of contract. The discussion, however, was not structurated on empirical basis, once it's difficult to obtain data on brazilian outsourced workers.In this paper we try to fill this gap and test if outsourcing diminishes work safety, affecting the accidents suffered by the workers. We conclude that outsourcing slightly decreases the probability of the worker having an accident, but increase the severity of the accidents.
