Dlouhodobá nezamìstnanost a vstup ÈR do EU: Mùžeme se pouèit ze zkušeností Španìlska a Švédska?

Abstract

V polovinì prosince 2001 se pod tímto názvem uskuteènil již tøiatøicátý semináø Èeské spoleènosti ekonomické v øadì semináøù ?Ekonomické teorie a èeská ekonomika?. V úvodním vystoupení Štìpán Jurajda (CERGE-EI) vymezil základní pojmy, sumarizoval pøíèiny dlouhodobé nezamìstnanosti a nástroje politiky zamìstnanosti a pøedstavil základní empirické pøístupy a doporuèení pro analýzu dlouhodobé nezamìstnanosti. Druhý øeèník, Miroslav Pøibyl (Ministerstvo práce a sociálních vìcí ÈR) ve svém pøíspìvku podrobil analýze fenomén dlouhodobé nezamìstnanosti v èeských podmínkách. Henrik Huitfeldt (University of Uppsala) poté pøedstavil švédské zkušenosti s dlouhodobou nezamìstnaností, tj. její úspìšnou eliminaci s nejvìtším pøispìním ex ante opatøení spoèívajících ve vyladìném systému aktivní politiky zamìstnanosti kombinovaném s relativnì krátkou dobou pobírání podpory v nezamìstnanosti. Jan Švejnar (CERGE-EI a WDI pøi University of Michigan), poslední øeèník semináøe, pøedstavil pro širokou ekonomickou obec možná ne pøíliš známé zkušenosti Španìlska s dlouhodobou nezamìstnaností, vèetnì paralely k situaci na èeském trhu práce ? španìlská zkušenost s politikou v oblasti pracovních smluv. Dále ve svém vystoupení popsal rozdílnosti v dlouhodobé nezamìstnanosti ve Švédsku a Španìlsku a uvedl nalezené faktory ovlivòujících souèasnou a budoucí dlouhodobou nezamìstnanost v tranzitivních ekonomikách.
