State Regulation of Local Development in Foreign Countries. Lessons for Russia

Abstract

This paper outlines approaches to the development of state policy for the management of local industrial and rural territories in European Union (EU) countries, where regional issues play a significant role in government activities and, accordingly, a considerable amount of information has been accumulated on this subject, which is of interest from the point of view of reviewing the effectiveness of state regulation. Based on the use of review and analytical methods, including analysis of policy approaches and results; summarization of reports and results of theoretical studies on this topic; analysis of official documents of the EU and foreign governments regarding the development of local agricultural and industrial territories, it has been shown that historically established approaches to the development of local industrial and agricultural territories abroad have a number of common features and differences. In this work, criteria and key points in the formation of local agricultural area development policy in the EU have been identified. The paper examines common features within the key areas of regional policy for the development of local territories in EU countries in terms of changes in institutional capacity, the transformation of financial and economic systems, and the promotion of comparative competitive advantages of their local territories. The emerging multifunctionality of rural and industrial local territories and the precise territorial targeting of state support measures for territorial development policy are demonstrated.
