Abstract

Un approccio metodologico per la valutazione intermedia: il caso del Programma Operativo della Campania 2000-2006 (di Raffaele Brancati e Pietro Rostirolla) - ABSTRACT: L?articolo riporta alcuni risultati di un lavoro istituzionale e di ricerca applicata ad uno dei principali programmi di sviluppo regionale cofinanziati dall?Unione Europea, quello della Campania. Il lavoro si ? svolto nell?ambito della cosiddetta valutazione intermedia del programma e offre analisi e modelli utilizzati in condizioni di informazioni scarse. L?attenzione principale viene posta al rapporto strumenti-obiettivi, visto come legame essenziale e motivazione sostanziale delle politiche, ma la strumentazione di supporto alle decisioni ha offerto la possibilit? di un confronto tra analisti, amministratori e policy-maker nella fase delicata di riprogrammazione dei fondi. Gli elementi essenziali del confronto sono rappresentati da tre aspetti: la definizione dei vincoli di minimo e di massimo di risorse da attribuire ad ogni forma di intervento determinati anche in considerazione delle problematiche amministrative, la specificazione dei rapporti strumenti-obiettivi di stretta competenza degli analisti (anche con il ricorso a metodiche molto diversificate), la definizione dell?importanza da attribuire ai diversi obiettivi da parte del policy maker. L?utilizzazione effettiva del modello ha consentito una sperimentazione originale.
