Esternalizzazione delle funzioni aziendali di controllo e gestione del sistema informativo

Abstract

Il presente studio analizza l?evoluzione dell?outsourcing bancario e il suo impatto sui sistemi di controllo di gestione (SCG) e sulle architetture informative. L?analisi teorica evidenzia come l?esternalizzazione non sia una mera scelta organizzativa, ma un processo istituzionale e sistemico che ridefinisce competenze, ruoli e responsabilit?, con particolare riferimento alle Funzioni Aziendali di Controllo (FAC). A livello europeo, le linee guida EBA hanno introdotto un concetto di responsabilit? estesa e gestione delle interdipendenze, mentre in Italia la Circolare della Banca d?Italia n. 285 del 2013 ha rafforzato il ruolo delle FAC nella supervisione dei fornitori esterni. Il lavoro considera anche i modelli consortili italiani, evidenziando vantaggi operativi e rischi di concentrazione tecnologica. In sintesi, l?outsourcing ? oggi un?infrastruttura regolata che richiede governance multilivello, gestione dei rischi e attenzione alla resilienza sistemica.
