Le imprese pubbliche locali di servizi a rete

Abstract

Per decenni le imprese pubbliche hanno fornito alle comunit? locali elettricit?, acqua, gas, trasporti, raccolta e gestione dei rifiuti, in modi spesso innovativi e talvolta inimitabili. Ora sono esposte alla concorrenza di societ? private e il quadro della normativa pubblica ? orientata allo sviluppo della concorrenza. Ci si pone quindi la domanda se l?impresa pubblica abbia ancora una funzione. Questo scritto, che tratta il caso dell?energia elettrica, riscontra i motivi a favore della trasformazione e indica alcune funzioni che la propriet? pubblica pu? ancora svolgere, agendo in accordo con amministrazioni pubbliche orientate a favorire la concorrenza.
