Partenariato Pubblico-Privato in sanit?: sfide normative e soluzioni metodologiche per una valutazione efficace

Abstract

La valutazione ex ante di fattibilit?, convenienza e rischio rappresenta un passaggio cruciale per garantire l?efficacia dei Partenariati Pubblico-Privato (PPP), soprattutto in contesti complessi. Questo contributo propone un framework operativo per supportare i decisori nella valutazione di fattibilit?, convenienza e rischio dei PPP, combinando strumenti analitici con un approccio orientato alla pratica manageriale. Ispirato alla prospettiva Strategy as Practice, il lavoro evidenzia come il processo valutativo non sia soltanto tecnico, ma anche relazionale e negoziale, influenzato dalle interazioni tra attori istituzionali e privati. In questo contesto, il modello finanziario viene reinterpretato come piattaforma di dialogo e co-produzione, capace di favorire trasparenza, allineamento di interessi e costruzione di valore condiviso. La sostenibilit? del partenariato emerge cos? dall?integrazione tra razionalit? economico-finanziaria e capacit? collaborativa, rafforzando la legittimit? e l?impatto delle decisioni pubbliche.
