Liste d?attesa, livelli di produttivit? e trend della specialistica ambulatoriale nel SSN del post-Covid

Abstract

Il biennio 2021-2022 ha registrato un rilevante aumento della spesa sanitaria pubblica nominale, un incremento del personale e una serie di misure per ridurre delle liste d?attesa. Il presente contributo ha verificato, in primo luogo, come tali risorse aggiuntive e tali politiche non si siano tradotte in un aumento proporzionale del valore delle prestazioni specialistiche (ricoveri e ambulatoriali) effettivamente erogate. In secondo luogo, il contributo ha approfondito l?andamento dei principali macroraggruppamenti di prestazioni (classi FA-RE) per individuare le differenze interne al settore della specialistica ambulatoriale: solo il laboratorio ha registrato significativi aumenti, mentre le branche maggiormente interessate da politiche di recupero delle attese hanno osservato, paradossalmente, le maggiori criticit?. Tali evidenze segnalano l?importanza di alcuni fattori di tipo regolatorio, di accessibilit?, di governo clinico e di organizzazione e rafforzano la necessit? di implementare modelli fortemente basati sulla presa in carico.
