L'interpretazione della riforma di TPL a Genova: tra la creazione di una bad company e l'efficentamento del sistema

Abstract

Il presente lavoro cerca di comprendere quali siano stati gli effetti della riforma del TPL (avviata con il d.lgs. 422/1997 e sue successive modificazioni) sul capoluogo genovese ed in particolare quali siano stati criticit? ed effetti positivi del percorso in un?ottica, se possibile, di trasformazione dell?operato di una singola realt? urbana in una base di ragionamento per l?attivit? riformatrice di altre realt? urbane. Attraverso un?analisi normativa e di bilancio vengono identificati i momenti salienti delle scelte fatte dall?Amministrazione Pubblica per comprendere quali siano state le conseguenze di tali scelte dal punto di vista dell?efficienza (in un?ottica di maggiore sostenibilit? fiscale) e dell?efficacia (in un?ottica di migliorare la qualit? dei servizi offerti e per questa via di incrementare la domanda). Pur senza la pretesa di sintetizzare gli esiti della complessa operazione con un giudizio a "saldo" positivo o negativo, si identificano le principali istanze disattese cos? come, invece, alcuni effetti positivi.
