Unione Europea. Una governance economica da cambiare

Abstract

Alla globalizzazione non si ? accompagnata una governance efficace dell?attivit? economica su scala globale. Essa presenta due principali problemi: l?inefficienza e l?inefficacia delle organizzazioni di regolazione internazionale e la loro compatibilit? con la sovranit? dei singoli Stati nazionali. Le istituzioni sovra-nazionali, inoltre, difettano di due fondamentali requisiti per essere considerate democratiche: la partecipazione dei cittadini e l?"accountability" dei policy makers. La politica economica dell?U.E. di fronte alla crisi ? stata inadeguata a causa sia di visioni sbagliate sul funzionamento dell?economia, sia dell?assenza di una adeguata governance economica. Questa ? caratterizzata dalla predominante influenza degli Stati nazionali pi? potenti e delle istituzioni finanziarie. Di fatto l?Unione Monetaria Europea ? un ibrido: non ? n? un vero Stato federale n? una vera organizzazione internazionale di Stati. ? dubbio che l?Europa stia convergendo verso uno Stato federale, ma anche dubbio che questo sia possibile nell?attuale momento storico.
