Potr? l?Europa avere una politica agricola all?altezza della "prospettiva 2020"?

Abstract

Mentre si avvicina, con la scadenza del 2013, la conclusione dell?attuale periodo di programmazione europeo, la politica agricola comune (PAC) ? ancora una volta in una fase di riforma. Sar? possibile questa volta trovare una soluzione al tempo stesso convincente per il settore primario e per lo sviluppo delle aree rurali, e coerente tutte le altre politiche comuni nella prospettiva dell?Europa-2020? La prospettiva non ? chiara anche perch? fin qui non sono emerse concrete proposte riformatrici. Questo articolo analizza criticamente l?attuale collocazione della PAC nel bilancio dell?UE e avanza alcune proposte di rilancio di questa politica che per lunghi decenni ? stata il pi? compiuto esperimento fondativo dell?UE.
