Potrà l’Europa avere una politica agricola all’altezza della "prospettiva 2020"?

Abstract

Mentre si avvicina, con la scadenza del 2013, la conclusione dell’attuale periodo di programmazione europeo, la politica agricola comune (PAC) è ancora una volta in una fase di riforma. Sarà possibile questa volta trovare una soluzione al tempo stesso convincente per il settore primario e per lo sviluppo delle aree rurali, e coerente tutte le altre politiche comuni nella prospettiva dell’Europa-2020? La prospettiva non è chiara anche perché fin qui non sono emerse concrete proposte riformatrici. Questo articolo analizza criticamente l’attuale collocazione della PAC nel bilancio dell’UE e avanza alcune proposte di rilancio di questa politica che per lunghi decenni è stata il più compiuto esperimento fondativo dell’UE.
