Sviluppo locale e obiettivi della programmazione

Abstract

Il legame tra sviluppo locale e programmazione economica ? molto debole nell?attuale come nel precedente ciclo di programmazione dei Fondi Strutturali. Ci? ? dovuto in parte al fatto che il riferimento allo sviluppo locale si ? molto ridotto negli ultimi documenti di programmazione e in parte al fatto che questi non contengono una chiara scelta di obiettivi. Per riproporre l?obiettivo dello sviluppo locale al centro della programmazione regionale ? necessario in primo luogo ridefinire la nozione stessa di sviluppo locale, e in secondo luogo procedere alla individuazione di indicatori quantitativi dello sviluppo, suscettibili di essere modulati a livello locale e ricavati da una profonda revisione del concetto di sviluppo economico che superi l?identificazione con la crescita del Pil. Il recente contributo del cosiddetto "Rapporto Sarkozy" viene preso in considerazione in quest?ottica.
