Правно Економска Анализа Јавних Расхода У Условима Буџетског Ограничења

Abstract

С почетком 20. века, економска теорија и пракса уводе у финансије институцију јавних расхода, уз одређена ограничења, која с временом добија на значају. У савременим јавним финансијама, полази се од става да су јавни приходи и јавни расходи једнаке важности, будући да јавни расходи имају специфично место и функцију у тржишно оријентисаним привредама. Они имају улогу задовољења јавних потреба посредством ангажовања средстава јавних расхода. Посебна пажња поклања се проблему покрића јавних расхода, који, по правилу, неопходна средства налазе у јавним приходима. Међутим, овај проблем постаје сложенији када се у јавним финансијама појаве ванредни расходи, у условима привредне рецесије и стагнације, што битно утиче на повећање степена буџетског ограничења.
